This report has been prepared by Caroe Architecture Ltd. (CAL) to accompany the application for the change of use and Building Consent being submitted to the City of York Council for the refurbishment and conversion of part of the building into offices. The proposals are designed to create a sustainable future for the building and improve its condition. These positive changes do come with a degree of negative heritage impact, mainly upon aesthetic value. The impact of the works on historical and evidential values is negligible, however the changes have a positive impact on communal significance.
